![]() This paper argues that for the past three years there has been a mismatch of expectations between the United States and the other G8 member states regarding the role of the G8 in arms control, counterterrorism and regional security. Whether it can advance American interests in these policy areas depends on two issues: first, whether the United States wants to use it as an instrument of foreign policy and, second, whether other member states allow the G8 to be used for this purpose.
